You need Tommy Tape self-fusing silicone

It bonds instantly to itself on contact without the use of glues. It works in the same way an elastic band does, by constricting to the irregular surface of the extension cord. By starting a few inches before where the plugs meet, and wrapping a few inches past, you are sealing both ends of the cord from water intrusion.
